sub $150 monitor

I've been using a crappy 1600x900 acer monitor through vga for several years now, and quite frankly I'm sick of the picture quality, I was going to get a korean panel, but it turns out i won't have the money. So, i have no more than $150 to spend on a monitor, so what would be the best (ips prefered)
