Stuttering Video and Games

I have a powercolor 850xt pci-e. Installed all the drivers, but did not install catylst controler center. Instead I'm using Ati Tray Tools.

For some reason my video playerback and sound stutters every 15 seconds. When I play games like CS, it stutters occasionally. The game is played at around 90FPS.

Does anyone know what might be the problem? I reinstalled the drivers 3 times now and defraged wtih diskeeper 3 times. No use...

I just tried it no luck. I have a Big Typoon on my cpu so iono why that would matter.

My cpu is load at 30c and my graphics card is 40c under locd

I gave up and reformated. Everything is great now... but VIDEOS DONT PLAY IN WINDOWS MEDIA CENTER.
