Question stuttering in video streaming

ever since i upgraded my pc netflix youtube all seems to have some weird little stutter in videos it feels frames are not smooth (it is like screen tearing a little only when we play with 144fps on 60hz monitor )thats was not the case with old i5 2500 what should should i do or change any setting my GPU is same old one

I also had this problem and took it to a repair shop

i did not have to do this as i just ran same videos on mobile app in netflix and prime video result was same . That means my eyes behaved weird
