Stuttering and Drop FPS

I have a bad gaming experience, My PC often drop FPS while I play games. I have chaged GPU, Mainboard and HDD, tweak games into low setting but it not make any sense. Please give me solution..

My Spec :
Intel G3220 Haswell
Nvidia GTX650 OC Edition
4Gigs RAM
500GB WDC Caviar Blue HDD
FPS Hexa 500w
Win7 64bit

Usually, I play games at 720p resolution..

Still have your old HDD?
If so, make sure your back up any data you need from it and do another fresh install of windows without registering it. You'll have 30days of usage to troubleshoot.
Install nothing but mobo drivers and latest nvidia driver and a game youre having issues with. The reason I'm suggesting you do this is to rule out a borked windows installation.
Keep in mind that there are thousands of things that can cause slowdowns, so unless we get lucky with a diagnoses, it could take a while and a lot of suggestions.
