Stutter in desktop with Athlon X2?

I've got an Athlon X2 3800+ and running Win XP SP2 WITH the hotfix for Athlon dual-cores. Here's my problem:
When I'm doing something graphical, like playing a windowed game, and i hover my mouse of the icons in the tray or on desktop (like when the item description box comes up) i get massive stutter.

My old processor, an XP 2400+ didn't have this problem. Any ideas what it could be? is there a "newer" XP X2 hotfix? I Have KB896256

Have you installed the AMD dual core cpu driver as well?

I'm pretty sure i did. Do you have a link to it so i can dbl check and see if the version i have is the same?

I dbl checked, i do have the AMD drivers installed, and there's no option in Bios for CnQ or in Windows...i followed the hotfix steps tho, so i assume its off by default.
