This is pretty stupid, encode a rather long movie, and not being able to fast forward and rewind it. What a gross waste of time.

Does anyone have any suggestions about a program that you can use that can fast forward and rewind?

I think not being able to FF or RW is a property of the specific file you are working with, not the player. A lack of indexes makes this happen.

you will also fail to be able to change position if the file isn't fully downloaded yet. ASF is a streaming media format, so if you don't have the full file cached, it won't let you mov positions.

MPlayer will do it. It's a property of a specific movie, not incomplete ones. A program called ASFTools lets you change that property so you can seek within a file from within any application.
