Stupid question regarding EPoX 9NPA+ Ultra with 3800+ X2

After reading Zebo's guide I was attempting to find my boards max HTT by dropping the CPU multiplier when I noticed that the "CPU Ratio" (which according to the manual is the multiplier) was set at 4x. With a stock FSB of 200, it would appear that I would be running a 800mhz chip, however this is not the case. The multiplier goes on up to 10x, but changing it to this value does nothing to the clock speed. I know this is probably a very stupid question, but I am confused and would appreciate some help.
