stupid question about somethign I have no idea about: what do I use to cut sheet metal?

Need to make fabricate something out of sheet metal, what do I use to cut it/bend it/weld it together

 
Sheet metal shears to cut it (found at any hardware store), there's a sheet metal bending tool but I think those are usually table-sized tools, welding would require a gap welder I think. Rivets would be a lot cheaper on you if you can make do with that. You could just go into Home Depot or Lowes and I'm sure someone there could tell you all you need to know.
 
Depends on how big and how accurate you want it to be.

Cut it: the cheap way is tin snips.
Bend it: small bends can be made with a bench vise. Longer bends get difficult.
Weld it: a welder, of course! As someone else mentioned, pop rivets might be easier/quicker/cheaper for you.

this is just for a small project, need to make something to hold my ballasts for my HID's
