EUGENE [Oregon]- Mechanics working for the Eugene Police Department found themselves repairing video cameras on patrol cars over and over again - and believed the officers were sabotaging the equipment to avoid oversight of their work, internal e-mails show.

The e-mail and other internal documents indicate that several city employees most familiar with the video systems assumed that the $90,000 program to put a camera in about two dozen cars failed, at least in part, because of tampering by officers.

Officer Jeff Roth, who made multiple efforts to jump start the patrol camera program, wrote in a January 2000 memo to his superiors that they shouldn't force the patrol officers to use them.

"Ordering the use of the system I think would be fruitless and cause much of what has already been occurring," he wrote, referring to disconnected and damaged video cameras on the cars.

Department administrators place the blame on the SpectraTek camera systems, saying they never worked properly from the time they were installed five years ago. The manufacturer said no one had complained or exercised the warranty.

Police officials say they can't believe officers would intentionally damage their equipment, but they can't rule it out either, because they don't know or can't remember whether anyone ever investigated the reports of tampering.

So was it a human or technological failure?

"It could have been both," Acting Police Chief Thad Buchanan said in a recent interview. He said he didn't know of any investigation having been carried out or currently underway into the tampering allegaions.

Within about 1 1/2 years of the cameras' installation in 1997, technicians in the fleet services division detected what they considered a suspicious pattern of breakage, documents and interviews indicated.

Over a three-year period, technicians found that a dozen cables, wires or computer-style connectors were either broken or disabled. During that period, they found a system's wiring pulled out of the monitor in the passenger compartment and also cut near the VCR in the trunk, documents show.

Three times, the video antennas from the top of the patrol cars went missing, repair records show.

Later e-mails assumed that officers intentionally broke or disabled the camera systems.

In 1999, fleet services manager George Jessie lamented the problem, writing that he didn't know why officers seemed to damage the cameras.

"Not sure why officers do not utilize the equipment and in fact seem to cause damage to the equipment," he wrote.

As distressing as the possibility of sabotage may seem, it wouldn't be the first time a law enforcement agency resisted technology by disabling it.

The Los Angeles County Sheriff's Department uncovered instances of apparent sabotage to wiring after launching an in-car video program a decade ago, according to an audit by the Los Angeles Police Department Office of Operations.

What'd you expect? They're cops ... they want to surveil us, but they don't want to be subjected to it themselves.

True, but I wouldn't want to work where I was videotaped 24X7. Especially when that video was always used to prove I did something wrong.

Cops have one of the hardest jobs out there.

its also used to prove them right and save time. arresting drunk drivers, for instance. or backing them up when motorists claim that they were beat or mistreated.

I appreciate them when they do their job. I severely dislike them when they abuse their privilage of serving the community and taking advantage of their level of authority - which happens WAY too much.

The problem isn't the video. The problem is how it is used. When cops make decisions, they have seconds (sometimes split seconds). They are human and make mistakes. the problem is that when the videos are used to point out mistakes people forget that cops don't have the luxury of being able to sit back, watch a video, relax and make the correct decision. They are always under pressure and it is impossible to recreate the situation where the decision was made.

Don't get me wrong. There are a lot of bad cops and they should be relieved of their responsibilities ASAP (I don't believe that videos are the way to do this BTW). On the other hand, there are a lot of good cops who make an honest mistake and have their career ruined because of these videos.

It's the law-makers fault, in that case - for not letting me have my own weapon to adequately fight back with. Criminals will ALWAYS be able to get weapons - it's the government that "protects" us by not letting us have proper defense for ourselves.

This has got to be the smallest-minded quote I've seen on AT forums. I, for one, am extremely glad that there are individuals who risk their lives, day in and day out, to protect me against those who choose to commit crimes.

Yes, there is a fraction of the police force that abuses their power. But throwing the baby out with the bathwater is extremely short-sighted.

The problem is the cops CAN'T protect your lives. All they can do is to create a perception of safety and law enforcement, to prevent the criminals from targetting you. If that fails, then you've no protection besides what you have to defend yourself. If someone choose to break into your house, chances are he'll be long gone before the cops will be there, unless you have a security system that alert them, or you call them yourself. Yes, they'll eventually catch the criminals, but by that time the damage has already been done, and they can only persecute the criminals to re-enforce the perception of safety and justice.

Not all cops are useless of course, its far from that. But whom do you expect to get with a cop's salary? Not exactly the smartest and finest choices out there.

Its not that they don't want their job scrutinized, its that they don't want their job scrutinized by people like you who clearly harbor ill-will towards the police. Cops also don't want to be scrutinized by people who would urinate on themselves if they had to put up with half of the BS that a cop does every day but nonetheless think they are entitled to judge the actions and behavior of police.

Cops know what they're getting into. They should be watched like hawks. Too many of them out there disrespect the authority given to them and provide a level of service that isn't worth my respect. And, since you're a cop and have personal experience in the matter, I'm sure you're the expert opinion.

if you've got nothing to hide why would you mind a camera. It's there for the cops protection too. The only reason why you wouldn't want one is if your conduct is questionable.
