stupid comp keeps shutting down

Ok, so with my old modem my comp would stay on and so would the HD, etc whenever I was connected to the internet. with my new modem, the comp won't stay on no matter what, unless i come around and move the mouse every 15 mins or so. i checked my power management stuff (win98) and made sure it was "always on" and then i also made the HD and monitor never turn off. but they still turn off, and eventually my whole comp shuts down by itself. why is this? windows supposedly wont let anything turn off, but it still does. bios problem? stupid problem IBM put in with my Aptiva (even though i've formatted a few times)? i'd appreciate any help anyone could give me. thanks.
 
well the HD and monitor shut off, and then it eventually totally turns off. then i actually have to push the power button to reboot the whole comp.
