Stupid "Cellular Data turned off" message iPhone 5 7.1.2

I have almost killed all cellular app usage to just a few things that need cellular when I am not on a WiFi. The problem I am most irritated at is that stupid notice that pops-up "Cellular Data is Turned Off for <insert app here>". Which of course it gives you the option of changing those settings which I want off, or choose OK and continue on. Yes, it does that when I am not on WiFi, but even when connected to WiFi, the damn thing still pops up.

Is there anyway to kill that?
 
I saw a post to try turning off Facetime. That worked for about .... 2 hours, then it started back again.

Still stumped ......
