stupid bug thats been bothering me forever

For the longest time since I've upgraded to XP, I've noticed that if I hover over the time the date will sometimes show up behind the taskbar completely rendering it impossible to see. Other times it will work fine. Also, notification bubbles somewhat show up behind everything else instead of on top of all the other windows like they should. If I put the taskbar to where its not on top of all other windows, the time will show just fine but... I want the taskbar on top of all other WINDOWS... not notification bubbles and other information I hover over my system tray icons or clock. Is there any little fix to make this work the way I want to? Thanks to anyone.

I would try running a repair from the windows xp cd.

I have problem with the program menu every once in a while but never time
for one thing I use auto hide
and for another I unlocked my taskbar pulled it up double high and locked it
that way it show time/date/ Month/Day/Year without the bubble

I've seen it a handful of times before myself. It seems to crop up at unusual times and disappear just the same. Google shows it as a wellknown bug with no known fix.
