Stupid AMD 2200+

Ok, I bought the AMD 2200+ chip as soon as it came out OEM, they didn't even have the retail for it yet. I put it on a P.O.S. motherboard, with a P.O.S. power supply and a very P.O.S. case. I used it like that for over a year where it ran at 58-63 celcius on idle with what I think was a Tornado 7 hsf before I decided to upgrade to a new case and a 2400+ retail. CPU runs 35 celcius idle right now, which is much better.

About 6 months later, I decided to give this processor to a friend of mine with a decent hsf (I dont' remember which) but it ran again at ~60 celcius on idle. So right away we swapped it out for a retail 2500+.

I want to now use this for a linux server I'm going to make, and it would do me no use if it were hot and/or loud. So far I have a hard drive, have monitor, keyboard, mouse, video card.

All I really need are case/power supply, motherboard, RAM, heatsink and fan, and I have about a $275 budget. I need this to be cool and quiet, can I have some suggestions please? From my experience two hsf's haven't helped this cpu cool anything below 58C on idle... think it's a defunct cpu?
 
I'm using some intuition here and guessing you meant a Volcano 7+ heatsink. They come disassembled, and it's possible to put the clip into the heatsink backwards when you're assembling it. Since the clip is asymmetrical, this results in the clip's pressure point not being over the CPU core. Inspect the heatsink and confirm that when the stepped end of its base is over the raised end of the CPU socket, the pressure point of the clip is in fact over the CPU core and not the other way.
 
When I went from 2200 to 2400 retail, I put that on a 1600+ cpu and it runs at 40C load. i'm pretty sure when I put it on I made sure that it was above the CPU, because i put Arctic silver 3 on it... fairly sure i did it right
 
yea i think i'm going to spend my money on something else... i've already spent too much on presents for myself anyway 😛
