I am going to drill several 3/4" holes and fill with KNO3 (+ sugar) and ignite

Wow, pour diesel fuel into the stump. You do understand this is a garden. Would you buy fruits and vegetables at the market, where a sign offers a disclaimer, may have come in contact with petroleum based products? Yummy!
What about grinding out the stump?
I have numerous rental houses and stumps are just part of owning property. I have a stump guy who comes over with a grinder type device and just grinds down the stump. He charges me about $50 to $75 (depending on the size of the stump), takes him about 30 minutes and I'm all done with it. Check your local free paper or Craigslist for your local stump grinder. After you have been burnt with chemicals or hurt your back playing stumps, you will find the $50 or $75 a good investment.
I like your idea! Some amount of cooking oil is all what you need for start!14 inches? carve out the inside & have a sweet bonfire pit for a bonfire or two. or three.
First thing I do when I don't have an excavator handy is to dig around it, wash it off with a hose and cut it flush to the ground with a chainsaw. Washing off the dirt will save the chain. Then I decide if I can live with it, plant around it etc and let nature take her course on the rot process.
