Deterrent? Why does there need to be a deterrent? Encourage lifers to kill each other, that's the best possible result. Make it like the Hunger Games, arm 'em all and let them go at it. Sell the rights, televise the matches and allow the sole survivor go free. The prison system could actually make money.
