Do not ask people for money....
You are smart enough to get the founds on your own....
1. Setup you own company
2. Do some consulting work...
3. Develop some software you can sell...
4. At first, start in some good Latvian university, then try to apply into a MS or PhD program for which you might get founding

P.S. Nice site, a lot of good CSS programming and very impressive resume for 19 yr old....
But once again, you are more than capabe of making money on your own...

that's bull@! I took SAT back home and I know they have SAT sites everywhere around the world. TOEFL too. So don't beg for the money that you dont need.
