Stuck on WinXP splash screen during bootup

So my wife's elderly aunt asked me to look at her Dell Dimension 2400 running WinXP Home edition because it will not bootup. She recently had some auto updates (probably Windows updates) come down and when she rebooted it just gets stuck in the splash screen loop.

I was able to boot in 'safe mode' but cannot figure out what the problem is. Interestingly, when i first saw the problem at her house, i convinced her to let me take the cpu home to my house for further inspection (she has no A/C!). When i plugged it in it booted up just fine (??) saw some windows updates pending and allowed them to install - one of them was IE 8. After it finished and prompted for a restart.....it was back to square one....stuck in the splash screen loop again.

Any ideas or suggestions greatly appreciated!!
 
Is the XP flash screen animated or frozen? Are all of the Service Packs installed? Can you boot to Safe Mode still? Can you do a System Restore to a date before those updates?
