Hi, I completed the first two missions then I am told twice to go to mikes bar. So I go there and when I get there the place is empty, when I go into the weapons shop it says the dealer is not there right now, so I am just waiting at Mikes Bar, what am I supposed to do?

I had the same problem. Well it's not a problem, it was just me being dumb. Use the computer and buy a gun. It says to do that in the objectives in the pause menu.
