Stuck at "Loading Operating System" for new build

I built a new pc today with Gigabyte's GA-870A-UD3 and tried to install Win7 64bits from fresh.

However, when I tried to boot off the dvdrom for the installation, I was stuck at the "Loading Operating System" screen.
Then I tried to boot off WinXP, yet still stuck at the same "Loading Operating System"...
At this point, I suspected that I did not connect the IDE cable properly, so I booted off a Ubuntu USB pen-drive. To my surprise, I was able to boot without issues and Ubuntu was able to recognize the CD/DVD drive.

So my questions are...
- Is it possible for the BIOS not to recognize the drive, while an OS is able to?
- Any recommendation to my current issue, as how do I fix the stuck on "Loading Operating System" on fresh install?

Go into Safe Mode. Press F8 at Bootup, select Safe Mode and Win 7 will continue Installing once in Safe Mode.

I am not able to enter Safe Mode unfortunately, as there is absolutely no OS installed on the HDD the moment.

Before entering BIOS, it doesn't have a F8 option though.
F12 is for boot menu (to select boot source)
After entering BIOS, F8 would be for Q-Flash (for flashing BIOS)

Not in BIOS, just the same way as if Windows was Installed. It will function the same way.

Had the same issue when installing Win XP Pro on a Dell Vostro 220s. After doing some research people said to let it sit and it will eventually proceed. Some said it took a few hours. I set it and forget it so I don't know how long it took for my install to proceed.

i'm pretty sure that "loading os" text is before the first chance that you can press F8.

OP, go into bios, did it recognize the dvd drive there? try reconnecting the cables, and in some ide drives there is master/slave pin on the back of the drive, make sure you change it to "master".

Could be. When I had to do it I just held F8 down until the menu showed up.

This. If you can't see the DVD drive in the BIOS, you can't boot from it. (If so, go onto troubleshooting why.)

Also check your boot device order. You want the DVD drive list first, at least until you've installed the OS.

Thanks all for the suggestion!

I was able to get it to work now after much trial and error in the BIOS.

The issue seems to be problematic BIOS. With SATA as AHCI turned on, the BIOS wasn't able to recognize the DVD, but was able to with SATA as Native IDE.

For some reason, when I rebooted BIOS with Native IDE, then rebooted again immediately with AHCI, the BIOS was able to retain the dvd recognition, enabling me to install Windows.

However, now I am in Windows, the device manager is giving me errors for my the dvd, saying for Standard IDE ATA/ATAPI, the device cannot start (code 10)...

Then I went back into BIOS, and found that it's not able to recognize the DVD drive, again... sign...

YET, without changing anything in BIOS, Ubuntu was able to load the DVD drive without problem...

Most of the time it's cause AHCI is turned on am seen windows sit at that screen for like 30 mins before going on threw.

Thank you all again.
I fixed the issue by resetting the BIOS to default. Must had been a wrong setting in BIOS for the issue.
Though it's puzzling how Ubuntu pendrive could bypass the BIOS setting to utilize the devices while Windows is limited to the BIOS.
