At what time is it legal to park on the street and not have to feed the meter? 5pm? 6pm?

I'm sure this varies from city to city.

Hell, this frequently varies from place to place inside the SAME city. ;)

Thats what I am afraid of. I have no clue where to being to find out.

Where I live, the time they stop checking meters varies with each area of the city.

Where I live, that time is posted on each and every meter. Try looking at one. It is often in small font inside the meter.

QFT. If it's regular business district, it's likely 6pm. But if you're anywhere near a place that regularly holds nighttime events (stadium, convention center, etc.), it can be as late as midnight, or even 24hrs.

You can usually find out by going to the city's website. They usually have parking information for their downtown area posted on their website.
