Is the DLC in the game tied to your fighter ID or Steam/PSN? I have it on PC with season pass but was going to pick up a PS4 on BF so was wondering if the season pass I already have would show up on the PS4 as well.

I don't think it will. Even if you had a way (there might be, I don't have a PS4, so I don't know for certain) to link your Steam ID and your PSN, I still don't believe purchased content will transfer over. I don't know of any cases where this was true, which is what I'm basing my assumptions on.

You'd probably have better luck asking on a forum dedicated to PS4 or SF4.
