Streaming videos stop loading in full screen

I've got a dell desktop here that is exhibiting some odd behavior with web videos -- be it youtube, netflix, cnn, or anything. When you start playing the video (non full-screen), it will buffer as normal. But before it's fully downloaded, if you try to play it in full screen, it stops downloading.

This means that when streaming videos off netflix, you must let the entire movie buffer before you start playing. Otherwise, it will halt.

I've tried different browsers, reinstalling flash, reinstalling video drivers.

Q8200, 3GB, hd3450, vista ultimate.
