Streaming live TV over the internet.

I am setting up a mutilmedia/file server that I would like to be able to use to stream live TV over the internet. I have a Hauppauge WinTV PCI Radio TV Tuner that uses a BT chipset (848 maybe). Are there any programs out there that will make this easy? The stream will have to be compressed enough to fit Roadrunners 384kb/s bandwidth cap. Any help is appreciated.

You can do this with Windows Media Encoder in 5 minutes.

Note, it won't technically be live. There'll be about 5-10 second delay. I haven't seen a video streaming application that didn't do this except those designed for teleconferencing, even using codecs that don't stress the CPU. I haven't found a reason why this is.

I figured it would not be truly live. Is there any way to change the channel with this? I suppose I could always do it with VNC or something, but the less apps the better.

No, that will only provide a regular webstream. A specialized web or standalone application is needed to control that.

Or VNC.

As of right now I dont know Perl, but I am always willing to learn. Either way, I have no clue how to interface the TV Tuner and script.

I think this could end up being pretty cool. I now want to put up a page on my website that will give me full control over this. Basically, I would like to create an online TV Tuner program that would let me have full control over the tuner, compression, screen size, etc. Anyone ever seen anything like this before? I have finals this week, but I will hopefully get started next week. Any help on where to start or similar projects would be appreciated.
