Stream MKV rips of BDs with the high def sound to set top box?

I have heard some ramblings that there are now streamers in the market that support streaming of mkv rips of BDs with the high def audio portions as well including atmos and dts:x. Is this true? I am planning to upgrade to 4k netflix so looking for a set top box to replace to replace my roku 3 that will be able to possibly do that as well.

The Shield supports TrueHD and Atmos passthrough, even DTS:X. You do need the latest Kodi alpha though (I am assuming you are going to use Kodi).

Nvidia Shield now support Dolby Atmos (pass-through). It is supported in the built-in "Photo & Video" app as well as Vudu, MX Player and SPMC. It is up to app developers to support Dolby Atmos pass-through in their apps.
Also supports Netflix HDR, and YCbCr 4:4:4 color space for improved video quality on supported TVs. Go to Settings > HDMI > Color space.

So as far as pass through, nvidia shield seems to have you covered. However if you want to full on decode it, check out a performance mini PC. Smaller but chunkier than the shield, it runs a real processor and windows, which means you can run LAV codecs. With an intel skull canyon you can decode your 4k HEVC, and LAV audio can handle pretty much every codec accept ATMOS. Bitstreaming is no problem if you have a receiver for it.
