strategy gaming engines?

there are free gaming engines for FPS but, i couldn't find any for strategy games.
can you guys suggest something for strategy games?

i am talking about something like a base engine on which you can develop your own strategy game if we have to develop from scratch it will be a big project but, if we have some base engine on which we can add our own logic and scenes then it will be pretty good.
