Strange XP Startup Problem

I have this very odd problem in XP. XP will boot up fine, I'll get to the desktop very quickly, with all of my tray applications loaded. From there, only certain apps can run. At first I though this was because it was waiting for the Internet connection to get authenticated (I have a static IP), but I can log onto AOL Instant Messenger with no problems. I cannot run IE or My Computer, or Outlook Express. Anybody have any ideas?
 
what do you mean by not run. When you double click the IE icon, the actual application will not come up, or gives you an error, or it displays a no connection error? How about with My Computer? An error, or nothing?
