Strange XP problem

for some strange reason when I boot my XP machine the file desktop.ini opens up. I look at the startup folder and there it is. But it is also at the top of the start menu, in my favorites in IE6, in the my documents forlder, practically ever folder on my machine now has a destop.ini file in it. Does this sound strange to anyone else? I have Norton AV 2002 running with most recent update so I don't believe it to be a virus. Any suggestions?
 
The desktop.ini contains settings for the folder it's located in. If there's no desktop.ini in a folder it will default to the systems default settings.
