Strange WinXP problem

We are running Win XP home ed at work. My bosses computer has developed a strange problem. When running there are certain programs that run extremely slow and others that work properly. Another problem is that when he hits con/alt/del the screen pops up and imediately shuts down again. Norton Anti-virus will start and get a script error then quit running. We had this same problem about a week ago and solved it, temporarilly by using the restore disk that came with the computer and setting eveything back to factory specs. Now the problem rears its ugly head again. The only thing I can think of is the wheel mouse program that we installed from Mircrosoft. On my computer the screensaver will cause a reboot of the system. I stopped that problem by disabling the screensaver. The only change I made to my system is the Mouse program. Thought on his maybe bad ram but after the glich on mine I'm not so sure.
