Strange Video Hang Up

I've been having this strange video hang while watching videos online or sometimes my games will hang too. The video or game will suddenly stop, then make a loud "BRRRRRRR" noise, and then resume playing. I first thought it was my video card so I tried a new one, but the issue was still there. Then I RMAed my ram and motherboard because i thought they were the issue, but no when i put it my replacements, the issue was still there. Then I replaced my PSU to a hx1000w but the issue is still there! I'm starting to think its either my hard drive, or a software issue. Anyone have any ideas?

Mine does that as well and I have none of the same hardware as you. It seems to be associated with my wireless internet connection. I will often loose my connection when this happens and have to let windows shut down my card and reconnect.
