Strange video glitch, new build

Just built my system and I thought all went well, now I've got this weird glitch. In the upper right hand corner the image appears to be magnified and delayed at times. It's hard to explain so I've added a video. Video isn't great, towards the end in the upper right hand corner. Pulled video card, on board does the same. All drivers are up to date. Appears when scrolling pages as well. Thoughts?
