On Firefox, set for "Unicode" charsets, I see wierd question-marks, and old-school-style IBM extended-ASCII line-graphics. What's up with that?

Forgive me mods, if this is really just a non-issue, I just recall some vague thing in the past with exploits with strange links or thread-titles or something, so I wanted to bring it to your attention just in case.
 
Now that you mention it, it does kind of look like a rifle with two hands holding it, and something behind it.

Is there any sort of policy on non-ASCII/Latin-1 characters or foreign charsets on this site? Maybe there should be? I dunno. Sorry for jumping to conclusions, didn't think it was quite long enough of a string for an exploit.
 
At one point in time you couldn't post any unicode characters, they would just show up as ?. I guess with the recent upgrades they either turned that feature off or removed it.
