Strange textures in Games ??

In alot of the games I play mostly fpshooters. wolfinstien, allied assault, NOLF2,..... On mostly textures that are shiny and evan ones that aren't say a wall. When moving and looking at the wall there seems to be an overlay texture on the walls ,Objects, that moves when I do. Kinda like a wavy texture. I don't know how to describe it really. Do you know what I mean? Does anyone else have this texture problem? Another thing with Vsync on or off I still get tearing in the middle of my screen when turning quickly
I currently am useing a Radeon 7200.
Ordered a Radeon 9500 Pro Should be here tomorow Will this fix thease problems

Hello hoov. I might know what you are talking about. When I play games, it seems the floor and the walls are slightly out of focus and is blurring. If you video card has Aniostropic Filtering, that will help, but at a cost, depending on the vid card it can really hurt your performance by killing your frame rate. I have a Radeon 9700 Pro that I just got and once I build the sytem I will get to see this baby in action.
