Strange tearing at edges with 9800Pro

My friend's 9800Pro has been giving him trouble for a while now; it has black spaces at the junctions between polygons so that the whole screen still displays the 'normal' game images but the edges are all torn. For example when he boots Doom3 the planet has multiple black lines where the polygons are turning to form the sphere. This effect is replicated in every 3D engine he tries, not just Doom3 but CS, CS:Source and WC3.

However, the strange part is when he enables driver-level 2xAA (or any AA for that matter) the issue is resolved. This wouldn't be such a big deal but with the Source engine coming his framerates are lower than he would like and lowering/disabling AA would be a big help in new games (especially D3). However, I'm not sure but I think game-enabled AA does not resolve the issue, only driver level. I need some help with this because I haven't really worked with the Cat's and I got no help Googling it. BTW, it is not nor has it ever been O/C'ed; the problem came stock.

Edit: Also he has tried various versions of the Cat's (no Omegas) and they all produce the same effect.
