Strange startup error

When I turn on my computer the screen just shows a white background with yellow bars; but when I turn it off and on again within - say - 10 secs. there is no problem?!?!?! What is this?
Otherwise it is running perfectly stable and I have never experienced any problems while running games, applications and so on.

It's an Athlon XP1900+ on an Asus A7V266-E/RAID board with 2*maxtor D740X 40Gb in RAID0 and an Asus 8200 Geforce 3 Ti500.
I've got 3 fans in the case apart from the CPU-fan, the chipset-fan and the geforce-fan; could it be a power issue with my 350W PSU?
