Strange shutdown and restart behavior

My PC is behaving badly when doing a shutdown or restart. Used to work fine. When I do a shutdown, it goes thru the windows shutdown cycle. Gives me the shutting down screen, screen goes blank, but PC never turns off. I have to hold down the power button for 5 seconds even though BIOS is set to instant off. Same behavior for restart, so PC never restarts. Gets stuck at the shutdown and I have to power cycle. I have reflashed BIOS and checked settings. If booted from DOS floppy, power button works as instant off. If in Windows (even Safe Mode) above behavior.

AMD XP 2500
1 GB memory
Jetway N2View MB (nforce 2)

No overclock, standard settings

Any thoughts besides rebuild? Thanks
 
Could be some problem with the motherboard and the soft off feature. Also considering trying another power supply unit. I know some older PSUs will not work with modern ATX motherboards properly.
