Strange screen and lock-up before POST

Heeeelp!

I have a *VERY* strange problem:
1 out of 3 times my system does not even reach the post screen; when I turn it on and the screen lights up, all I get is a white screen with yellow flickering lines all over.
If i try to press the hard-reset, the computer restarts and comes up the same strange screen again. If I cut the power and turn it on again, it boots normally and everything is fine.
When WinXP starts loading afterwards, 1 of 2 things happen: Either it starts up normally or it claims that it "your system didn't boot properly last time...".

Any suggestions?

Thermaltake 80mm fan and a couple of cabinet fans

I'd start with checking the power supply. Also I think I saw this once when someone messed with their color settings. I'm trying to remember, I think we had to go into safe mode to change it back.

I remember on some older boards (KT133/A) there was a bios upgrae to fix a similar problem. Is VGA set to AGP in the bios?
