Strange Restart...

This just seems the day for strange MB problems...

I just updated my Wife's old Epox board with ASUS A7V266a I updated to the latest BIOS and reinstalled Vista, well for the most part the whole thing is running solid except one little quirk...

When you select shutdown it goes threw the entire process and then restarts....! The restart function works as designed but the Shutdown doesn't. The only way to truly shut it off is to press and hold the main power button after the box gets to the post screen. I know this has cropped up with other builds but I have been unable to determine what the resolution was...

Any suggtions...?

I had a strange rebooting problem similar to that myself for a few years. Turns out my PSU was dying. If you have a spare, try that one and see if it works.
 
There is also an optional patch on windowsupdate for windows XP to fix this problem in some systems. You may want to check if that is it, especially since a new BIOS could trigger the issue - there may be a patch for the same issue for vista, as well.

It's also possible that the BIOS has issues itself, so you could try an older BIOS version, if all else fails.
