Strange problem with Windows 98 and desktop wallpaper *Solved*

Hey folks, I am trying to help my brother with a problem with Windows 98. Everytime the computers boots or shuts down it displays the last recently used wallpaper. As the computer boots it changes it to the current wallpaper before the login prompt appears. Any ideas on how to stop this? He's tried changing wallpapers but the one from a while back still shows up when the computer boots. Where the heck does Windows store the wallpaper files?

Nevermind.... I set the wallpaper to None hit Apply, then re-assigned the wallpaper... Changing wallpapers doesn't work, you have to make sure you assign it to none first.

i think it doesn't work only if you're making jpg images as wallpaper (instead of bmp)
that will put the bmp wallpaper in the background, then the jpg (or other) wallpaper on top of it, as the foreground
but if you assign bmp images directly, it will work just fine
(either that, or open the image in the browser, then right click > set as wallpaper)
