Strange Problem with IE 11 - FIXED

So today I go www.home depot.com and look for some plumbing fittings I need and find them.
I then downloaded a few ebooks and converted them from .pub to .pdf
Then had lunch, no other PC activity.

As I get ready to leave 1 hour later, I realize I forgot to write down the Aisle and Bay the plumbing fittings were in at the local HD.
When I attempted to go back to the same HD website, I get "Access Denied - You don't have permission to access "http://www.homedepot.com/" on this server" and a reference number that changes with every attempted access.

Doesn't make sense, so tried I accessing the site on one of the other PCs here, no problems at all.
Went back to my PC and same results as before using IE11 - "Access Denied - You don't have permission to access "http://www.homedepot.com/" on this server."

So I tried using Edge on my PC, again no problems accessing the HD site.
All other sites I tried on my PC work just fine using IE11 (including the HD Canada site), it's just the HD site that gives the problem.

I deleted the HD cookies, tried turning off Malwarebytes, and I did a system state restore, no difference.
This IE11 is on Server 2016 (and updated as of 2-22-17)
Anyone have any ideas or even a direction I should look in ??


FIXED: Fixed by restoring from the prior day's backup image.

Does it work with firefox or chrome?
If you only see this problem on IE11 delete the cache, and try again, If same problem, seems to be either that site don't like IE11, or malware. Heck, nobody should be using IE if you ask me.
 
I don't use Firefox or Chrome.
I prefer IE, and to each their own.
I should have added more info - ALL caches were deleted
I tried "InPrivate Browsing" and could access the site, yet some elements would not appear on the pages and some actions (such as "find your store") would not function.
As I said this problem was limited to 1 specific site, on 1 specific PC, using 1 specific browser.

I ended up fixing the problem by simply fully restoring the system from the prior day's backup image.
 
I got something similar this morning when I went to access B&H Photo Video, in Waterfox, in Win10 64-bit 1607.

Thankfully, the error didn't persist. I'm thinking it's something to do with cloudfront or whatever that anti-DOS service is called. They must have been getting too many requests from IPs near yours, or something. Not sure.
 
Thanks, but that doesn't explain why all the other PCs here (on the same router) were able to access the site normally, without any problems.

Seems to me that explains it. Something was added to that PC that you got rid of by reversion.
 
I wish it were that simple 🙁

From accessing the HD site originally, to not being able to access it, the only things that happened were converting some .epub files to .pdf (something that has been installed and used many times before) and I ate lunch.
All updates are locked at manual, so that didn't happen either.
Hence my concern and the mystery of why, and even how, 1 and only 1 site, on 1 and only 1 PC, when the other 3 PCs on the same router showed no problems (to this day) at all. 😕

At this point, I'm most interested in the "how", as all hosts files were intact, as well as no exceptions in Malwarebytes or Defender, and nothing in IE's security or privacy.
