Strange problem with desktop I just built

Just built new rig, turned it on ... and it just keeps turning on and off repeatedly. No POST, nothing on the screen, etc. Fans spin up for a few seconds, turns off. Turns back on, repeat.

I removed one RAM stick and it does the same thing.

Removed both and the system actually stays on (of course.... doesn't do anything). Thoughts?
 
Back to basics. Take the MB out of the case, unplug any drives and, test with one stick of ram. Be sure the one stick is in the correct slot for that configuration.
 
Yeah, I'm actually in the process of dissembling everything and reassembling it on a cardboard box. Pain in the butt since it was a Mini-ITX rig.
 
Okay - All drives unplugged. Motherboard is sitting outside of case with just PSU and case wires (power button, etc.) plugged in. 1 RAM = same issue, cycles on and off.

No RAM = same thing, stays on (but obviously nothing happens).

Edit: Uh... tried to take heatsink off to check the CPU but one of the pins won't come out .... Just assume that's fine though -- any other ideas?

2nd Edit: Fixed issue. There was a tiny piece of lint in the CPU socket shorting it.

Glad you got it fixed. There's always a terrible compulsion to assemble everything when starting a new build instead of testing as you go.
