strange problem with Abit TH7-II & Leadtek A250

Having just changed my video card from a Gainward Geforce3, to a Leadtek Winfast A250 Ultra TD Geforce 4 TI
I've been having many problems, But i've fixed most of them, after about 13 reformats in the past 3 days!!!.

I still have one problem that I cant solve. After you add the video card, you cant add any other card to the PCI ports, or windows will tell me that there was an error loading the drivers, and will say that the hardware has failed to load. It doesn't matter, which PCI port, or what the card is, I always get this error. the only way around this is to add all your PCI cards before adding the GF4. any ideas?

To get around the problem, this is what I did,
Fresh install of Windows XP with old video card.
Installed the newest Intel motherboard drivers.
Install PCI cards(SoundBlaster Audigy & ISDN Fritz card).
Removed old Video card, and install new card.
Installed Intel AAI

All my PCI cards seem to be working with this method of installation, and the new video card seems to be working too. But I know if I added a new PCI card in any other slot, it would fail to load.
Do you have any ideas why this is happening?

Abit TH7-II Non RAID
BIOS 38
P4 1.7 non overclocked
1 GIG RD RAM
60 GIG Maxtor HD
431 watt PSU
Windows XP PRO
Leadtek Winfast A250 Ultra TD Geforce 4 TI AGP
SoundBlaster Audigy in PCI slot 2
Fritz ISDN card in PCI slot 3

it's probably the pci setup at the bios, did you try to clear up the CMOS before you install it.
