Strange problem when putting new comp together

I just put this together today :

Intel LGA 775 Pentium 4 630 3.0GHz 800MHz FSB, 2MB L2 Cache
Abit AS8 Mobo
1 GB PC4000 - Kingston value, 2x512MB
80G Seagate SATA HDD
Radeon 9800 Pro 256MB
Case with Turbolink 420W PSU

Turning on the computer would only have power flow for a second, and then shutoff. I checked everything, but couldnt find a problem. Then I removed the secondary power coupling from the 9800 and it would boot, but say "2nd power line isnt connected".

So I figured the vid card was the problem, and we took a Radeon 9600 128MB card (no extra power connection) and plugged it into the new computer and it boots fine now. We took the new vid card (9800 Pro) and put it in the old computer and it worked fine there.

The odd thing about this is that both cases have a Turbolink PSU. The new one is 420W and the old is 350W. Same brand, same exact sticker other than wattage and minor changes. So how is it that the new video card (9800) only works on the LESSER PSU!?!?

This has me stumped. Any thoughts or ideas are appreciated... I dont want to run into something like this again.

The 12 V rail on your 420 sucks.

That, and the OP is using what I think is a generic anyway.
