Strange Problem w/ Radeon 8500

I just downloaded and installed the latest Catalyst drivers and ATi Control Panel. For some reason, SmartGART keeps disabling my AGP 4x ability and running with AGP off. I know this is the case because I can see my screen refresh while browsing the web. I thought it was being safe because of my overclocked FSB, but I set it to default speeds and it maintains the same settings. It says it will change them after a restart, but does not change them. Can anyone offer any solutions? Yes, I uninstalled my old drivers first. Yes, I changed the settings in the BIOS to match what I want to have done in Windows.
 
you can try using powerstrip to change your setting on the fly.. i dont have the link but a serch on google should come up with the right page...
