Strange problem after power surge

So I had some sort of power surge and when I turned my comp back on it was beeping and halted on a message that said my cpu fan wasn't running. So I cracked it open and not only was it running the bios was detecting its rpm. So then I reset the cmos and that problem went away but when I tried to boot windows froze at the welcome screen. After lots of trial and error I determined it only freezes when I have my cat 5 cable plugged in to my network card. Although I can plug it in after windows boots and it works just fine. Now heres the really weird part, if I take out the network card out and slide it back in the comp powers on by it self.
 
Are you saying that the system comes on by itself without you pressing the power button when you fiddle with the NIC? Please clarify.

If you are, I am surprised your system works at all.

Can you try another cat5 cable?
Another pci card in the same slot? Just to see if the samething happens [use one you don't need, cos i wouldnt be surprised if it shorts out]
Another pci slot with the same NIC? " " " " " " " " [But, maybe OTH, not a good idea if the NIC is damaged]
