"strange power saving mode enabled" error in linux / can't install XP either

I recently discovered that the PSU of my computer was causing a lot of problems (ie, freezing), so I replaced it and the freezing went away.

Now, for some reason, things still aren't working smoothly. On the computer, I'm running the MEPIS Linux distribution. However, everytime I run it, I keep getting these CPU and Power errors in the background. It repeatedly shows up.

Although these errors show up, the OS runs smoothly. However, I recently decided that I wanted to install Windows XP on this system, so as usual, I put in the XP CD and booted from the CD-ROM drive to install it. When the setup initializes all the files, I get a blue-screen error saying something like "system halted - there is a problem with your hardware" (that's not the exact message, but close to it).

Does anyone know what's going on? I went into my BIOS and put everything on the default settings. My CPU detection is set to automatic. I'm not overclocking anything and I never have.

Please help. I'm about this blow this freaking thing up already. Luckily, it's just my "play" computer that doesn't house any serious files or gets any serious activity. It would be nice to have a second, stable working box though.

AMD Athlon XP 2200+ XP processor
SOYO Dragon Ultra SYKT-400 motherboard
