Strange power control on Computer

I just upgraded/rebuilt a computer and I can't get the case controls to work with turning the thing on and off. I have tried all the jumpers on the motherboard and all I can get it to do is turn on at first start but not off by control of the case. When I shutdown it will wait 10 seconds and then restart. Is this a function of the motherboard or power supply. The mother board is new and the case is older. On another note the DVD drive desn't open or close either eectronically but I think this is another issue. Thanks for any help.
