Strange: phones have no dial tone, but dsl works

ummm. huh?? its not just my house, i wouldnt have noticed, but my friend came down to ask.

they travel via the same main wires, not the same strangs, but general wire. however, i am not sure if they end in the same CO right now, they just installed a new CO, and i think it is only data, so that might be a problem.

DSL runs on a different frequency than voice. When I had DSL, I had complete voice outages but still had internet.
