Strange pattern on my monitor

I have 19" Phillips crt monitor that is around 3 years old. It has a crosshair like pattern the size of the screen burned into it. Yet I don't have game with that pattern on it, so it was not caused by leaving that image on my screen. I can see it when it is off or when playing dark games. What could have caused this? (monitor age, video card malfunction, etc.)

is it there at all resolutions & refresh rates? does it scale with resolution? ex, gets smaller at high res??

It is the same no matter what resolution or refresh rate. By the way it is a Phillips 109B.

So any clues to what this is? Remeber I can see it when the monitor is off. I will try to take a picture of it, but I don't think it will show up on a picture.

Have you tried any on-screen controls like degauss or clear moire (tho that doesn't sound like your case). Sometimes CRTs have imperfections due to weird magnetic fields.

edit: Oh nvm, didn't see that it still happened when off. Have you tried cleaning the glass screen? Well in that case it sounds like permanent damage.
