Strange noise emanating from computer

There's a strange noise coming from the computer when I start it up. It's high-pitched and annoying but it's not a beeping mobo code. I opened up the computer and I noticed that when I power it up the CPU fan doesn't spin up immediately but takes a while and sometimes stops and then comes on again. I think that this is what's actually causing this noise.

Do you guys know anything about this? Are there any issues with these boards?
 
It's the lead hamster falling off the treadmill. Sorry, I couldn;t resist. Someone will respond with good info.
 
could be fan is on it way out or you or theres a setting in your BIOS that adjusts the speed of the fan based on temp. My guess with the noise the fan is the problem

I'm just gonna get a converter cable to connect the fan directly to the PSU and see what happens. I find it strange that the fan wouldn't immediately spin up after booting and intermittently stop. This is on an OEM Intel heatsink and I changed the whole heatsink already because of this very issue.
