Strange Network Ping Problems

Hey guys,
I've used both onboard nvidia ethernet and a pci ethernet card made by linksys. My router is a network everywhere routher Nr-041. I have my computer and my buddies computer on the router. The cable modem is a motorola surfboard.
I'm getting issues recently where my ping will stay in the 100s constantly and then drop to normal (50-80) for a period of time and then jump back up in the 100s. I know its not spyware on our computers because I've ran both Spybot and Adaware and I even clean installed XP on my computer. As far as I can tell I dont have any updating programs running because my network usage is at 0% and the same is true for my roomate. The thing is, I pinged my computer within seconds of pinging his and his ping will be normal while mine is in the 100s. Could the router cause only one pc to ping badly? I've tried plugging my cat5 into different router ports and it doesnt seem to help. Disconnecting his PC DOES work but I cannot find anything that would suggest he had background programs running.
With the information given it would seem there is something on his PC im not finding or somehow the router doesnt like two PCs connected on it. Can anyone tell me if there is a tool that will let me spot programs using up network bandwith and not showing under network usage? Any suggestions would be appreciated.

Ya,
I haven't tried that yet. I'll give it a shot. I might have spoke too soon though. After I bought the PCI NIC card I was getting high pings because my ISP was going down at the time and now they are fine. Hopefully that was the solution. If not, I'll give a new Cat5 a shot. Thanks for your help

Well,
My ISP came over and checked the lines outside the house. Someone was stealing cable from our connection on our floor. He fixed that issue, but my ping problems still persist. It has to be either the router or the cable modem. I guess I'll unplug the router and hook up directly to the cable modem and see how that works. Its a very persistant 100-120 ping and then 40-60 ping back and forth. Anyone have any other suggestions? Thanks
